Overview of NPOP Registraion

The full form of NPOP is National Program for Organic Production. NPOP Registration is required when an individual wants to do some work related to the production of organic products. 1. Department of Commerce (DOC)

The overall structure and working of NPOP are governed by the directions and guidance of the Department of Commerce (DOC), Government of India. DOC works as the apex governing body of NPOP.

2. National Steering Committee (NSC)

Department of Commerce forms various committees to govern the various work of NPOP. National Steering Committee (NSC) is the apex formed by DOC that is headed by Commerce Secretary. Commerce Secretary can appoint any other officer as well on his behalf to chair the committee. National Steering Committee oversees the implementation and administration part of the NPOP. The members of NSC shall be individuals from various industries such as the Ministry of Commerce, Ministry of Agriculture, Ministry of Textiles, Department of Animal Husbandry, Dairying & Fisheries, Ministry of Food Processing Industries, Ministry of Science & Technology, Ministry of Rural Development, Ministry of Environment & Forest, APEDA, Marine Products Export Development Authority (MPEDA), Commodity Boards (such as the Tea Board, Spices Board, Coffee Board, Food Safety and Standards Authority (FSSAI) and other government and private organizations having experience in organic farming and production. The functions of NSC are as follows-

  • It approves the procedure for implementation of the NPOP including NSOP, and various regulations it also approves certification and logo given by the Government for NPOP registration.
  • It can appoint various committees and delegate work for the smooth functioning of the NPOP.

3. National Accreditation Body (NAB)

Accreditation is a procedure that ascertains or helps in ascertaining the competency of any committees made by the NSC. The process of accreditation is done by the National Accreditation Body (NAB). It shall be governed by APEDA and constituted under the instructions and guidance of NSC. The functions of NAB are given below-

4. Agricultural and Processed Food Products Export Development Authority (APEDA)

It works as the secretariat for the implementation of NPOP and its registration process. APEDA needs to follow all the requirements and standards given under ISO 17011 for accreditation of Certification Bodies under the NPOP Various responsibilities of APEDA are given below-

  • Helps various committees such as NSC, NAB and the Committees constituted for the registration of NPOP in implementing their decision.

5. Technical Committee (TC)

NSC constitutes as many technical committees as it may deem fit for the smooth functioning of NPOP and its registration. Those technical committees shall consist of members from the relevant industries who can construct various formulas and suggests various formulas and standards, suggest changes in the existing formulas or standards, and review those standards and formulas from time to time. TC shall also guide various committees on various relevant issues related to the organic field.

6.Evaluation Committee (EC)

EC is formulated by NAB. As the name suggests EC evaluates the implementation programs made by the various committees. EC shall consist of members who are experts in the agricultural field or from the food industry. Those experts shall not be from the organizations that deal with the activities related to the certification and those members shall sign the contract of confidentiality with APEDA. Those members shall get training in the audit process. Those members of the evaluation committee should be changed before or after two consecutive years.

This committee shall have a minimum of three experts and the quorum shall consist of at least two members. This committee shall evaluate the committees at least once a year and shall submit certain documents to APEDA after the evaluation.

7. Certification Bodies

As the name suggests this body certifies the organic products. This body is licensed by the National Accreditation Body under NPOP.

Application Procedure for Getting the Accreditation under NPOP

Following is the application procedure for getting accreditation under the NPOP-

  1. For getting the Accreditation Certificate or for renewal of the certificate, the individual needs to apply to the authorized officer as per the prescribed format and fee.
  2. While submitting the form, the applicant needs to submit the name of the organization, CEO Or MD or Director of the organization, registered address, legal establishment, and establishment year of the organization, the structure of the organization including the various positions, qualifications, training, experience of the individuals in the organization, financial details of the organization such as the audited annual balance sheet and report indicating the financial health of the organization, copy of policies, procedures, and formats for the implementation of the quality management given under ISO 65, colored copy of the logo of the organization, a report containing the activities carried out by the organization, copy of proposed tariff structure for the certification of organic products and any other information that the applicant wants to give.
  3. After receiving the application for accreditation, the Agricultural and Processed Food Products Export Development Authority (APEDA) conducts a screening.
  4. If the application is as per the standards prescribed by law and it is meeting all the compliances, then APEDA will refer it to the National Accreditation Body (NAB).
  5. NAB will review the evaluation report submitted by the evaluation committee.
  6. If the application fulfills all the requirements and tariff structure for investigation and certification, the committee will approve the certification agency otherwise the refund after a reduction of 25% of the submitted fee is done to the applicant.
  7. The certificate of accreditation is issued after the procedure of verification. This accreditation certificate remains valid for three years.

Renewal Procedure for the Accreditation Certificate

The application procedure for the renewal of the Accreditation Procedure remains almost the same. The application for renewal shall be made 30 days from the date of expiry of the Accreditation period to the authorized officer with the prescribed fee.

The basic requirements for getting NPOP Certification are given below-

  • The applicant has to make the application as per the given format by APEDA
  • The applicant organization has to submit a copy of the registration certificate for establishing the legal status of the organization.
  • The organization has to submit the Memorandum of Association.

  • The organization has to submit a copy of the audited balance sheet
  • The organization has to submit the fee for accreditation.

  • The organization has to submit a copy of the authority letter for the person assigning authority.

Process Fee for Accreditation under NPOP

The processing fee or application fee for National Program for Organic Products (NPOP) is given below-

  • The applicant has to submit rupees 15000 as an accreditation fee with the application form. This has to be done in the first year of accreditation.
  • The accreditation fee shall be in the draft in the name of APEDA which should be paid in New Delhi.

>Note: if the accreditation couldn’t complete successfully, then the fee will be refunded but the deduction of 25% will take place.

For the renewal of NPOP Certification, an amount of rupees 10,000 needs to be paid while submitting the renewal application. This renewal of the accreditation certificate will be valid for three years.
